China – Children’s Footwear Requirements: GB 30585-2014
China's General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) and Standardization Administration of the People's Republic of China (SAC) jointly published the mandatory standard related to children’s footwear on June 09, 2014. GB 30585-2014 "Safety technical specifications for children’s footwear” will go into effect on Jan 1, 2016.
This standard is a full-text mandatory standard of which the technical requirements cover properties of physical and mechanical safety, odour and restricted substances regarding children’s footwear products. The publication of this standard aims at improving market supervision, protecting children and environmental safety. Sales and import in China market of products which do not comply with the requirements of this standard are prohibited. Therefore, the enforcement of this mandatory standard has posed a new challenge and opportunity for domestic sellers of these products.
This standard specifies the safety technical terms and definitions, product classification, technical requirements, test methods and judgment rules for children's shoes. This standard is applicable to footwear made from various materials for children up to 14 years old (shoe size no larger than 250mm) for their daily wearing use. However, this standard is not applicable to children's rubber shoes.
The standard specifies physical and mechanical properties (accessible sharp edges or sharp points, technical heel height, steel shanks etc.) and restricted substances (chromium VI, hazardous aromatic amines derived from azo colorants, formaldehyde, total heavy metal content, DMFu, N- Nitrosamine, phthalates, etc.), odor and other requirements on children’s footwear. Please see the details as follows:
Note: Children’s rubber shoes shall comply with the national mandatory standard GB 25038-2010 "Rubber Shoes Health and Safety Specification" and GB 25036-2010 "Children's Canvas Rubber Footwear (Shoes)".
