HONG KONG MANUFACTURERS SEE BECOMING ENVIRONMENTALLY FRIENDLY AS AN EXCITING OPPORTUNITY AND ARE WORKING TOGETHER TO BUILD A GREENER FUTURE

The time when "going green" was merely an option for the electronics and electrical appliances industries has long since passed, according to Roy Chung, Chairman of the HKTDC Electronics/ Electrical Appliances Industries Advisory Committee.

"Green manufacturing has been on the agenda since 2005, starting with the Waste Electrical and Electronic Equipment (WEEE) and then the Restriction of the use of Hazardous Substances (RoHS) directives in Europe, and also requirements in the US," he explains.

Those directives are being revised and new regulations introduced to raise manufacturers' standards of environmental responsibility still higher, he adds, but local industry is more than keeping up with the new requirements. "Manufacturing processes had to be cleaned up initially, and now we have moved on to building environmentally friendly factors into design," Mr Chung says.

He believes Hong Kong's electronic and electric appliances are "doing a great job" at being more environmentally friendly. "Now we use recycled plastic materials, the grease has to be environmentally friendly, and we've moved towards those best practices step by step," Mr Chung notes. "It has been a steady progression, but it has accelerated over the last two years with mounting concerns over global warming and because the technology is now there."

Local manufacturers are now doing "more than they must", motivated by their own environmental consciences, the need to conform to overseas regulations and the knowledge that consumers now want to live "greener" lives ¡X and make purchase decisions accordingly.

A common interest in improving the manufacturing industry's environmental performance has brought different sectors of the electrical appliances and electronics industry together to exchange ideas.

"We now have the Hong Kong Green Manufacturing Alliance, or GMA, under which different industries are gathered together to find solutions to address WEEE requirements, to build green design into our products, and to improve our production processes so they are more environmentally friendly."

The Federation of Hong Kong Industries also has a 'one-one-one' programme, which sees each company undertake at least one environmentally friendly project to improve one product or process every year. "It is not only the demands of our customers," Mr Chung insists. "We are motivated to provide a better environment - first the process, then the design, and now recycling at the end of the product's life cycle."

He maintains technology has been gradually moving towards ever-greener positions since the invention of the personal computer and the drive towards the yet-to-materialise "paperless office". A world without printed materials is still a generation or two away, but Mr Chung points to other areas in which technological progress has led to environmentally friendlier products.

The Group Vice Chairman and Executive Director of Techtronic Industries Co Ltd cites his own power tools industry as an example. "I wanted to go green a long time ago, but our cordless power tools had to use nickel cadmium batteries," he recalls. "They are not environmentally friendly, but there were no other rapid discharge, high-powered batteries to replace them."

Nickel metal-hydride batteries would not work at low temperatures. "Now we have lithium-ion batteries, while notebook batteries are also now much more environmentally friendly," he observes. "When the technology is there you can move much faster."

Mr Chung sees the GMA as a potent force for keeping industry on track towards ever-greener manufacturing. "We are on the cutting edge of green manufacturing, and that is why we formed the Green Manufacturing Alliance," he says.

The GMA is currently working towards guidelines to formulate a Code of Green Practice for its members, although Mr Chung advises that while going green need not be cripplingly expensive it does involve a cost. "This needs to be passed on to end-users, who, I believe, are willing to pay a little extra for a better environment," he adds.

That's certainly been the experience of the Hong Kong lighting industry, where manufacturers have adopted minimalist designs and used more energy-efficient LED and CCFL lamps and natural materials wherever possible. Other trends include a move towards electrode-less lamps with a longer lifetime, and sensors that switch on and off automatically to further save energy.

Reducing environmentally unsound packaging remains an issue for the whole electrical and electronic appliances industry. "We are advising manufacturers to use much less styrofoam and fewer plastic bags and also to use recycled corrugated paper instead of styrofoam, but gift boxes are still very attractive to consumers," Mr Chung concedes.

Improved market education will ensure that this too will change. "People understand that when you think about new products you have to think about environmental issues," Mr Chung concludes. "All Hong Kong manufacturers are now very environmentally conscious."
