DCONF (Inmetro’s Conformity Assessment Board) has defined the dates and rules for production and commercialization of automotive components of motorcycles, scooters, mopeds, tricycles and quadricycles in Brazil. Ordinance # 123/2014 was published in the DOU (Union Official Diary) and came into effect on 24 March 2014. Manufacturers and importers will have only 18 months to comply with the new regulations.

The requirements approved do not apply to:

  • components for assembly lines of motorcycles, scooters, mopeds, tricycles and quadricycles;
  • components used in vehicles due to recall;
  • the components applied exclusively in vehicles with production discontinued until 31st December, 2008;
  • components intended solely for vehicles that have engines with a volume greater than 450 cubic centimeters;
  • components intended solely for vehicles having a maximum power exceeding 25 kW;
  • components intended solely for vehicles that have a public minimum selling price suggested of $ 25.000,00;
  • components covered by this Ordinance and that are imported as part of an ensemble assembled;
  • components intended solely for bikes, electric bicycles, machinery, implements and farm equipment.

NOTE: The automotive components of motorcycles, scooters, mopeds, tricycles and quadricycles, other than those referred to in Paragraph 3 of this article shall contain in their packaging and technical catalogues, electronic media or in physical environment, at points of sale, clearly and indelibly, accessible to the consumer, according to the phrases of 123/2014, with minimum font size 2 mm, for the purposes of referencing its exclusion from the scope of this regulation:

The new rules are applicable to:
